774 Commissioners own launches, as well as the gun-boats, are, for a consideration, deliberately assisting the smugglere. In view of the fact that the employees of the Salt Administration, etc. seem to not only connive but foster such smuggling, it also presents the question, does the Inspector General still wish us to try to suppress such wholesale smuggling? The cost of doing so is considerable when one takes into consideration the expenditure in coal for launches, the men's wages, etc. and the fact that when they are away it weakens our staff for the ordinary duties. (On the occasions Tide surveyor Wittsack refers to I sent three tidewaiters with him). We get little enough for the salt when it is seized, and that now with considerable difficulty as is shown later on. It also exposes our men to a considerable amount of danger. Now that the Salt Administration seems to be firmly established and the collection, it is stated, even surpasses that of the Maritime Customs, is it not time that some steps were taken by that Administration to do its own pre- ventive work in an honest way? The duty of searching for and seizing salt on board steamers should, of course, remain in our ak hands. It may perhaps be argued that we are not asked to stop such smuggling as above described, but when direct informat- ion is given presume that it is our duty to make seizures if possible.
In July last we seized a junk at Gaemoon with 350 piculs of smuggled salt on board. The junk and salt were, of course, confiscated. On board we found the "Hongkong Government Trading Junk License Book" which showed that she is regularly cleared with salt for China. The book proved that this small junk in six months brought in 3,910 piculs of salt. This is only one of very many which clear from Yaumati.
In the present case three junks were seized by us on the 18th March last. As they were being towed to this port: by the launch "Kongmoon", the stern of one fell out and the junk sank, consequently all the salt in this vessel was lost.
